Residents of Dubai usually require an account with DEWA (Dubai Electricity and Water Authority) to have water and electricity supplied to their homes. When vacating, one is required to get a DEWA Clearance Certificate to prove that their electricity and water bills are fully cleared. A DEWA Clearance Certificate is required for various legal or administrative procedures. Having this certificate from Dubai Electricity and Water Authority, especially when you’re vacating, is recommended to let the landlord know you have no pending payments.

You can apply for a DEWA Clearance Certificate in Dubai from the DEWA website or its mobile app.
Once you have logged into your DEWA Account, click on the ‘Consumer’ Menu. Under ‘Billing’, click on ‘Request for Clearance Certificate’.
Then, select ‘Apply online’. If you have a DEWA account, you can select ‘Request Clearance Certificate for DEWA Customers (with Online User ID)’
which is the first of the four options. If you are a property seller, the third option is recommended.
If you are a non-DEWA customer, you can request a Clearance Certificate for submission to a court or any government organisation.
You may be required to sign in to your DEWA account. Once logged in, your account number and name will be displayed. You can then proceed with requesting your DEWA clearance certificate.
When vacating a property, the Clearance Certificate is typically sent to you within 24 hours. However, there are times when this may not be the case, where you will have to request a DEWA clearance certificate manually.
Following submission and payment of the final bill amount, you’ll receive a notification that the certificate will be sent to the provided email address. The notification will include a reference number for tracking your DEWA Clearance Certificate request.
To get your clearance certificate from Empower (if you’re vacating or require it for legal reasons), visit the Empower website and select the e-services section. Click on ‘My Services’ and select ‘Request for a clearance certificate’. If you have any previous balances, you will be asked to settle it, after which this certificate will be issued.
Once your final bill is processed (within 24 hours), you will receive your clearance certificate.

After activating your DEWA account on their website, submitting all your documents and paying the security deposit and activation fee, your electricity and water supply will be connected in 15 working hours.
